Tonya Neeley (Viola Davis), a resident of one of her city's most crime-ridden housing projects, circulates a petition to get the complex torn down and replaced with better housing. The worlds of the poor and the privileged collide when she decides that the signature she needs most is that of the project's original designer, wealthy Leo Waters (Anthony LaPaglia).

What makes the movie satisfying is the fact that its ethnic tensions are never overtly exacerbated, but rather subtly illustrated simply by the comparison of the decadent malaise of the spoiled-rotten versus the neverending nightmare of the have-nots.
